They were required to hand over the pirates within
one month, failing which they were required to forward
$1,000 caen to be used as reward money to facilitate
arrest.

Since then, tours have been made of various
places, and meetings called of the village elders of
the coastal villages. They were being warned that
should these pirates pass through or hide in their
districts, and they fail to report such incidents, or
to effect their arrest, they (the elders) would be pun-
ished as the pirates themselves.

As the remnant members of the gạng have now
dispersed and are in different places, it is necessary
to have able detectites on their trail, so as to render
arrest possible. Such detectives have now been organised
and they will investigate everywhere taking proper action
immediately upon receipt of information.

On the 22nd of March, further searches were
made at Ku Liao and 25 packets of bank-notes amounting
to about $25,000 were found.

Actian is being hurried in the investigation
of householders (occupants) and the institution of the
system of mutual guarantees.

On the Tai Sing Shan at Pinghai, an observatory
has been built, and observations begun on the 15th March,
a new wireless station has also been erected,
10. A temporary wharf has been built at 0-tau to
facilitate landing. From 0-tau to Mws Chan, Pen to Kong,
a long distance telephone service is being laid out and
will shortly be in operation.
